Penny: I won’t force your hand. It is up to you to choose what path to go down.
Kiro: Then why were you even out here?
Penny: When you’re planning for the future, it’s best to be in the know.
Kiro: I’m sorry, Penny, but I’m going to finish what I started.
Penny: Suit yourself.
Penny may see that Kiro’s plan could be their best bet on staying alive so they can enjoy a future.
(P.S.) I figured out that the ghosts that Kiro talks to are the former residents who called this place home. Among them are the ones who protest the serum being injected into Daisy by Darien in Ch. 3
Penny’s about to be replaced, maybe she couldn’t run again – not sure. Either way, she was planning to shadow puppet Darien and sort of circumvent that. But it’s likely Kiro will do that for Reina and Penny doesn’t like it. Maybe because she won’t be doing it, maybe she doesn’t think Kiro has what it takes, but Kiro is trying to save the kids where Penny probably isn’t because she doesn’t know the whole story.
Or does she know, and just isn’t letting on? Hmm…
Honestly Penny’s attempts to get Kiro on her side were pretty awful. The offer to forgive Kiro’s “Crimes” really stuck out at me. What “crimes”? The cell phone thefts? She’s already being punished for that by being here, no one in camp has the right to punish her further. “Crimes” committed since arriving at camp? Once again arbitrary. I think anyone inventing a reason to punish someone then offering to stop would rankle. What right does Penny have to punish or absolve Kiro? Whose to stop her from making up a brand new reason later. Kiro is obviously making the best choice.
Yeah, I agree. Penny seems to be seriously offended by Kiro’s phone scam that got her sent here. We’ll probably learn more about that as the story goes on.

Hmm. Having read ~3 years worth of updates in the last ~3 days, I’m not sure what to do now with my life… I guess I’ll subscribe to the RSS feed or something.
Kiro is on literally everyone’s side here. It’s a shame practically nobody understands that, and it’s darn lucky for all of them that Kiro is optimistic enough not to let that stop her.
