Penny: We can’t have people disappearing! This is-

Kiro: You guys are sure glad to see me!
Penny: Kiro! You’re safe!!
Don’t confuse relief at not facing punishment with actual concern for your welfare, Kiro…
This place has no rules but this group ‘is’ the council which by default means the other residents must cede a certain amount of power to them. Why this is the case isn’t totally clear; however, I’m guessing that a death (especially one caused by their choices) may shake the source of their power. There is nothing more terrifying to people who enjoy power than the thought that one day they may not have that power.
The official authorities may take a mostly hands-off approach, but something as serious as the death of a camp resident might prompt them to take a more active role. Even in situations as sketchy as this, a dead (or missing) body can take some explaining.
Can’t understand why no one else seems to have found this great comic – keep it up, they’ll realise what they’re missing soon enough!

Once per day per internet connection (technically, public IP address). Assuming you have a smartphone and a home connection that’s two, for a good start. I often get three votes in but I don’t think I’ve ever done four so far.
